I don't remember where I found it, trawling the net at some point I guess. Someone below pointed out that it was from a 1996 episode of Twisted Tales. And you say it reminds you of young Faramir? Well, dream_in_a_jarmade a young Faramir manip from it (which I think looks terrific):
